1. Three main points

Key Points:

(1): Mechanisms and policies to encourage and attract a contingent of lecturers, researchers, and employees who are working in the field of supporting young people to Start Ups and innovate to participate in R&D, apply research results into business practice.


(2): Improving research capacity, adapt in practice to commercialized entrepreneurship and innovation at Vocational Institutes, Public Schools and Training institutions, Start Ups support organizations, non-profit organizations of the ministries, branches and localities.


(3): Evolving of R&D center, research network on entrepreneurship: Through the international experiences and helpful advices to Vietnam. 

2. Acknowledgments

There are a few questions that we should have to ponder. The reason why do we still work really hard at multinational corporations in Vietnam? Why do we keep on to get our grey matter working to the world (brain-dain) and meet more problems in case of we want to recruit talents to work with us, in the Vietnamese marketplace?


To draw out the principles of universal creative practice for Vietnamese people. According to the author's preliminary reference to many business trends in the digital age, complexity will be something that new generation entrepreneurs inevitably. To make our business smooth, it would requires young entrepreneurs to become open-minded. 


The creativity here is not to create a completely new product or service, but to improve that product or service better, and at a lower cost. This is also one of the keys to a successful innovation startup in today's fiercely competitive global market. 


Look at China, they have made and commercialized very well technology applications, espcially E-Commerce, e.g Alibaba, Temu, and even big data platforms that are not inferior to the United States, such as TikTok is a hybrid version of Facebook and Youtube - a video creation platform of ByteDance corporation. 

How about South Korea? They also creates countless photo editing applications on phones and has millions of downloads from users, movies, surgery technologies ..etc. Especially, retail industry and foodie delivery also expanded in the region market. 

Vietnam only has two Fintech most stands out, attract most users in local marketplace, there are VNPAY and Momo.


So the point is what makes them so creative? They are also human just like us. While Vietnam does not lack any conditions, and is no less than their country to be wealth and innovative, we have natural resources, venture capital, and a large number of young population. But whether the element that we are lacking is the mental strength?


Standing on the golden door leading into the exciting and exciting digital transformation era. What does Vietnam community needs to do to support young entrepreneurs who are ready enough to enter the innovation phase?


3. Solution #1

Reform incentive mechanisms and policies to attract lecturers, researchers and staff working in the field of supporting young people to start up and innovate to participate in research and application. Research results will put into the commercialization.

We suggests the following:

The training task of teachers and researchers is increasingly viewed from the perspective of lifelong learning.

In particular, Ministries should spend some time researching and looking at:

- Firstly, the Mechanisms and the policies to improve teaching quality and keep effective staff over time.

- Secondly, the integrated in study abroad opportunities into the teacher advanced pathways will provides teacher keep up on opportunities for professional development throughout their careers. It will enables them to refresh themselves at teaching works, included in teaching program after a period of living and working in a multicultural environment. More over, all the teachers and researchers will have the opportunity to learn and exchange good teaching methods to training talents, and innovative entrepreneurs in the future.


How should we set up the policies for this Career Aid Package?

The government can set the Pros and Cons, apply different incentive policies separately for each level of lecturer, to encourage employees in the education and training sector to participate in professional development tours in Vietnam abroad for a while, duration ideally would be from 6 to 12 months. 

To make the Career Aid Package coverage humane and meaningful, the Vietnam Government and Vietnam's Education Ministry also can propose training support packages. Let's reference our checklist below:

(1) Create a claim grants form, announce to all University/Public schools to encourage teachers fill that form. Aims to take permission for a cost living fund when they go abroad, it could be minimum grants for the accommodation. Financial assistance to cover a portion of a teacher's income was put off during they temporary leave allowance, we can call that Teachers Gap Year.

(2) In the case of the Covid-19 pandemic, the government calls on the school boards to help teachers be linked with foreign Universities, in order to improve in the empty teaching schedule, and at the same time have the opportunity to achieve a higher degree and require professional development, an increase in current salary, or in-depth career development. The benefits of developing a career path depend on the quality of the programs and the feedback and follow-up support the school provides.


4. Solution #2

To improve the capacity of utilize research into practical activities on entrepreneurship and innovation at Institutes, Vocational and Training institutions, Start Ups support organizations generally.


If we want to increase the spirit of self-commitment, love to experiment and create new things. Classically, we cannot just present through Slides and discuss by words of mouth. To realize our research and application of products or service, we need a space for work, multiple talent human being. 


We would like to emphasize that a co-working space for entrepreneurs to be creative who will often love to curiosity the solutions for society and in an environment big enough that contains multiple generations, first the predecessors who was born in 1960s, 1970s and their descendants who are the young Executives, Directors and Exprtise. They tend to spend a lot of time negotiating with each other about product features, about living concepts and joining a physical entertainment like drinking a cup of coffee or playing a board game. 


Once these spaces are built and opened, it will be great places to work innovative. They are designed as a symbol of entrepreneurship culture and the unique creative spirit of the Vietnamese!


5. Solution #3

Evolve research networking, center of R&D on entrepreneurship and innovation through international experiences and recommendations for Vietnam.


We are going to discuss about experience of the United States, a country with an investment and business culture since the 60s, and perhaps when the Asians are just getting acquainted with the startup model including Vietnam, we will know product research centers. 


In order to gather information and desire to expand the market, they also have a policy of sending employees to regional markets such as Asia Pacific (APAC), Middle East and South Africa...etc. of the company, they can approach the consumption trends of the people of that country, they can insight about the diversity of markets, multicultural and prepare a huge file of potential customers in the future.

Network for the business development and startups is an essential skill for young executives / directors, especially Start Ups. A quality business networking is truly vital for new firms. In ordinary, businesses around the world will sitting together in forums with a lot of discussion topics, we used to participated in the Asian Economic Cooperation Forum (HORASIS 2019) in Binh Duong province, the young generation can completely build long-term relationships when they are an effective and even so become a well-known influencer in the global business community. 

Some of the participants in these conferences are a group of highly skilled entrepreneurs with a common ideal. They would like to generate, share and develop ideas and meet potential investors and industry experts, which is also means that entrepreneurs want to browse the right teammate around them and shape their business, from merely colleagues into meaningful relationships.


Thanks to the R&D Fund raising Programs and environments that encourage product testing, United States businesses have a source of revenue far beyond pure revenue, it helps Start Ups understand know-how to design products and do business in the United States market in the way that neutralizes competition.


6. Conclusion

Vietnam needs to pay attention more in the developing policies to encourage technology transfer and increase spillover effects. In addition to encouraging policies to attract FDI capital and create employments, we should encourage innovative young businesses to expand their operations, encourage experimentation, and focus more on value-added activities. 


Besides to manufacturing, assembly and outsource processing activities. This will helps local businesses, including state-owned enterprises and private enterprises to get benefit from the effect of productivity improvement and technology transfer.


Therefore, it is necessary to have a connection to promote the investment policy, improve productivity and innovation policy. Furthermore, we need to concentrates on programs to improve digital integrates the absorptive capacity of local businesses, improve the capacity to select, use and upgrade technology from outside through various support channels like organizations and from each person. Provides technology-specific training and consulting services supported by the Vietnam Government will push the most effectiveness.
