Reform incentive mechanisms and policies to attract lecturers, researchers and staff working in the field of supporting young people to start up and innovate to participate in research and application. Research results will put into the commercialization.

We suggests the following:

The training task of teachers and researchers is increasingly viewed from the perspective of lifelong learning.

In particular, Ministries should spend some time researching and looking at:

- Firstly, the Mechanisms and the policies to improve teaching quality and keep effective staff over time.

- Secondly, the integrated in study abroad opportunities into the teacher advanced pathways will provides teacher keep up on opportunities for professional development throughout their careers. It will enables them to refresh themselves at teaching works, included in teaching program after a period of living and working in a multicultural environment. More over, all the teachers and researchers will have the opportunity to learn and exchange good teaching methods to training talents, and innovative entrepreneurs in the future.


How should we set up the policies for this Career Aid Package?

The government can set the Pros and Cons, apply different incentive policies separately for each level of lecturer, to encourage employees in the education and training sector to participate in professional development tours in Vietnam abroad for a while, duration ideally would be from 6 to 12 months. 

To make the Career Aid Package coverage humane and meaningful, the Vietnam Government and Vietnam's Education Ministry also can propose training support packages. Let's reference our checklist below:

(1) Create a claim grants form, announce to all University/Public schools to encourage teachers fill that form. Aims to take permission for a cost living fund when they go abroad, it could be minimum grants for the accommodation. Financial assistance to cover a portion of a teacher's income was put off during they temporary leave allowance, we can call that Teachers Gap Year.

(2) In the case of the Covid-19 pandemic, the government calls on the school boards to help teachers be linked with foreign Universities, in order to improve in the empty teaching schedule, and at the same time have the opportunity to achieve a higher degree and require professional development, an increase in current salary, or in-depth career development. The benefits of developing a career path depend on the quality of the programs and the feedback and follow-up support the school provides.
